Joshua 1:8 Leaders should daily be in God's Word and prayer. In so doing, God's will can more easily be discerned and communicated.
Acts 2:42 What I said above plus being an encourager and good listener. Additionally, regularly partake of Holy Communion.
Colossians 3:16 The word that jumps out to me is "thankfulness". All God's children should stop and reflect in the many ways God has richly blessed them.

Maintenance vs Ministry, a lack of long range goals and plans that members can rally around and become more united; a two-campus mentality that exists among many members and is not being addressed by leaders, declining attendance, weekend attenders only wanting to give one hour

The first must be faithful teaching from Scripture. The proper use of Law and Gospel must be taught and balanced. The Law without Gospel is hopeless. The Gospel without Law is cheap, feel good religion. Neither one is God pleasing. The second is perseverance. Our adversary is always seeking to pull us away and nullify our witness of Jesus. We must resist Satan in the power of the Holy Spirit.

I would define "above reproach" as not being motivated by self interests, but rather one who transparently displays a servant heart toward God in all he or she does. I think of words like trustworthy, honest, genuine, servant heart, transparent - nothing to hide, gentle.
